Item not received after 3 weeks, what should I do?

Hi everyone,
On March 1st I won an item on Ebay and promptly paid via PayPal. Now just over three weeks later I'm still waiting for the item to arrive. The seller is in Germany and tells me it takes about ten days for the item to get to the UK. After numerous exchanges of emails, he says to leave it until the end of this week to see if it arrives, but I don't hold out much hope of that.
I read somewhere about a PayPal chargeback thingy ... How does that work, and is that used for situations like this? Would I get my money back? Or should I just wait a while longer?

Bought something from abroad and it did take 10 days, not sure about the chargeback period think it's 45 days, ask for the tracking number and watch it online!2p off is still 2p off!0

fatboy is right when he said the period you have to file a complaint is 45 days.
However, as you have communication with your seller I suggest you tell them that you expect a refund if the item isn't with you by the end of the week (or whenever) because this is easier for both of you (the complaint process can take up to a month)0 -
Don't give up hope; especially if in contact with seller. I bought items in the USA 8th December on 5-7 day delivery fron 2 different sellers. Both were posted promptly and both arrived within a day of each other on 8-9 January.
I was getting very jumpy but held my water. One piece of advice though is keep an eye on their feedback just in case.0
