Premium bonds as gift?

Hi all,
I know plenty of people that have been given premium bonds as a gift when a child and I can find some reference to buying for children on the ns&i web site but is there a way to buy them as a present for an adult?
Was just thinking about a thousand as a present for brothers wedding as he cant save to help himself and he would probably like the idea that he may win something from it more than getting a bit of interest and I don't really want to hand over cash. Any other ideas for a small savings type product as a gift to an adult?
