House buying and renting and EPC's

New legislation states that when buying or renting any property an EPC (Environmental Performance Certificate) should be given to owner/occupier of the property.
Studys a while back showed this has not been the case so i was wondering if this legislation is now being suitability enforced
I would really appreciate you taking (literally) 30 seconds to fill out this survey just so i can see how effective the EPCs are and whether people are receiving them or not so that this issue can be dealt with
