Replacement Graphics Card

Hi guys, wondering if you can offer a bit of quick advice. I currently have a Sapphire HD 3650 512MB graphics card which works fine but its noisy.
Its always been noisy, but its recently got worse, I'm guessing the bearings have gone because I've taken it out and cleaned it etc and its made no difference. You can hear it whenever it speeds up getting louder. I have tried unplugging the fan which solves the problem, but the GPU temperature just keeps rising so no good.
I don't have a lot to spend, maybe £40 max and would like something at least equally good. Not a gamer or anything so it doesn't have to be brilliant. I'm really nervous about getting another one with a fan as I fear they might all be as bad, not really got any experience of cards to have knowledge of this. But its by far the loudest fan in the case.

I recommend an ATI Radeon HD 5450. No good for gaming which you don't need but it can handle Blu-ray, and it's cheap and small enough for any media PC0

I've got one of those, and is great for the games I play (slightly older ones), a good all-rounder, but would go for the best within your price range, if poss. Hence my above recommendationsOh well...
