No, devil's advocate, if it wasn't for DVLA's complicity, the industry couldn't exist. Let alone carry on its illegal practices.
It should require just ONE complaint that the information is being misused for DVLA to refuse to provide more.
But of course that would cost them money.
They are to the scammer, what the person who sells the gun is to the armed robber, if there is knowledge of how the thing sold is to be used.0 -

I think it was when the DVLA first started releasing this data using the 'reasonable cause' excuse, that the ridiculous explosion in this extortionate black market took off. Scammers saw an opportunity and it's a very lucrative business for those with their snouts in this trough.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You are not dealing with reputable companies here!
If the PPC pays DVLA say £5 per data request than it might make then think twice before paying out and bombarding people with invoices.
And the money sitting in the DVLA bank account is a better place than the money sitting in the PPC bank account0
