Ebay forcing me to put credit card on file as well as Debit...

Im trying to list something for sale and Ebay won't let me, saying I need to place a credit card on file. I've already got a DD set-up for Ebay fees though, and didn't think that I needed to do any more. Is this a glitch or do they need more assurance I'll pay their fees on time?

I think there may be a maximum value of items you can list before you have to put a CC on file... I believe it's to further verify your identity. My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
I haven't got a credit or debit card on file and list things quite regularly. When I receive that message I pay the fees that are outstanding and it lets me list again within about 15 minutes.
