Roadworks signage obstructing the pavement

Was riding my bike along the road yesterday, I spotted a mother with a pushchair, trying to get past a 'Raised Ironwork' sign, which obstructed 90% of the width of the pavement. Shortly after that there was another one saying 'Ramp' likewise obstructing the pavement.
She moved the sign a tiny bit to the right, but stil couldn't get past, she obviously didn't want to disturb it much.
Personally I was tempted to go and remove the sign and plonk it in the middle of the road.

roughly where the yellow sign is on the pavement, but facing the other way.
Basically they are resurfacing the mini-roundabout and have stripped off all of the road service so it's slightly bumpy, but nothing that should concern a driver approaching at any speed other than criminally stupid (considering the traffic light, and requirement to give way at the roundabout).
Any thoughts?

It's not easy given the road layout, particularly the right turn lane in the middle of the road. Can't see how they can avoid putting the sign on the pavement.0

It does seem very thoughtless. The workers could have positioned it closed to the edge of the pavement or even put two legs onto the road.
I would suggest that was the correct place for that diversion sign would be before the exit from the roundabout NOT after.
