Returning tenants deposit

hi, 6 months ago i rented out my first house, i secured the deposit using the DPS, in april the tenant is moving out. now in terms of returning the deposit, how do i go abbout it?? to the best of my knowledge the tenant applies for the deposit back?? apparantly he has some paper work asking to do that. but obviously i wanna make sure everything in the house is tip top, so do i wait for him the empty the house? and inspect the house and then allow the deposit to be released?
