car cloning/parking tickets info from HPI check??

What sort of assuarnaces does the HPI check disclose? Will it tell me if the reg has been cloned and used be someone else to avoid speeding tickets/london congestion charges?
Also will it tell me if it has overdue parking tickets or road tax in arrears at all?
Finally, is it possible to have road tax in arrears, say a car hasn't paid road tax for 2 years, and you buy the vehicle will the road tax be back dated or will it start from the moment you declare it?

None of that matters if you are buying a car, as it will have happened before you owned it as your registration to the DVLA will show, backed up by a signed, dated receipt.0

cloneing the plate is still relevant., if there was a car out picking up parking tickets using a cloned plate, then there's a chance there's still a cloned vehicle out there somewhere.0

My car was cloned before I bought it (sort of*) and nothing showed up on the HPI, despite the car being marked as "Stolen" on the PNC.
HPIs don't deal with cloning (AFAIK) and it would only be classed as "Stolen" if it was actually stolen.
*the plates were stolen off it, the previous owner rung the police. The assumption was that the stolen plates were to put on another car, to clone it's identity. They marked the registration as "Stolen" on the PNC so if it was seen by the Police it'd get pulled over, and the identity (VIN) checked to make sure it was the right car, and not the ringer. I found this out after getting pulled over by an ANPR-equipped Traffic car...Nothing I say represents any past, present or future employer.0 -
If you report your car number plates stolen to the police, or if you report that your car may have been cloned, keep hold of the crime number. That way if you are stopped by the police it will be fairly easy for them to identify you as the victim and not the criminal.0

I had my plates stolen last night and didn't find out till this morning. I've reported it to the Police and have a crime number. I also informed my insurance company (not exactly sure why but I guess just in case).
The Policeman told me to keep my crime number handy because it's very likely that I'll be pulled over more as my plates are in the PNC.
He also told me that my plates had not been used in any reported incident up until the time I'd reported, but I have no idea if they've been used in maybe a fill and run from a petrol station* or a ram raid or something else bad!
I haven't been able to get new plates made yet so I have paper number plates shoved against my front and rear windscreens.
I suddenly realised the implications of not having any plates. I desperately needed to get petrol tonight. All I can say is thank heavens for "pay at the pump" pumps.
Anyway, I searched for a thread about this because I wonder if anyone who's been through this could tell me what I can expect in the months ahead? Am I going to get a load of hassle? If I start getting parking/speeding fines (obviously I'm not going to pay them if they're not mine), is this going to have an adverse affect on my credit rating?
Any advice or forewarning of what might be in store for me would be appreciated.
