PCN never received

Hi guys

I have received a Notice to Client to pay 130 pound but the PCN has never been served to me. Neither by CEO, nor by post.

I was lost that day and stopped just for 30s to find the proper address in my satnav. The engine was on and I was still in my car when CEO appeared with his camera and without saying a word started making photos.

I drove away and after 3-4 weeks I have received letter by post that I need to pay 130 pound. I have tried to appeal but they have rejected (probably have not used formal language and form).

They also send me to separate pictures. On the first picture is my car with me inside (hardly can see me as gaze from the sun reflected) and made from wrong angle as he was in rush making it. Second picture with sign "permit holders only".

I can only appeal now "Parking a and Traffic Appeals Service".

What would you suggest??

Is it a private parking company or council?

Parking charge notice or Penalty charge notice?

Who has issued it?

Answer the question and you might get some useful replies. Who has issued the paperwork.

From the mention of PATAS it appears to be a London council.

I suggest very strongly that you appeal, you have nothing to lose by doing so and £130 to gain. If all you did was stop for a few moments to check where you were then I think this will be kicked into touch by an adjudicator.

Grounds would be the alleged contravention never occurred.

You must appeal to PATAS then but you do need help from a specialist forum to help you win:

Register, start a new topic and post a pic of all sides of all paperwork and the photos (see their FAQs 'how to post pictures'). Maybe read a few threads there now to get the gist of the forum, then read the FAQs and register. They can help most people win against most Council PCNs.
