ebay faulty goods refund?

I have just bought an electrical item on ebay through a powerseller using a ltd company name. The item does not work although its supposed to be refurbished with a 12 month guarantee.
Anyway I informed the seller of the problem and under his terms and conditions I am responsible for returning the faulty item and I will be refunded minus the postage, therefore I will loose something like £30!
Because I paid with paypal should I report the problem and what is the likelihood of getting a full refund from paypal?

the last time i had a faulty item, the same thing happened. paypal ruled in my favour in that the item was faulty but i still had to pay the return postage costs....0
