cant register new build house with british gas

I moved into my new build property last oct and was provided gas and elec with british gas. When i moved in i gave meter readings and and details for them to set up an account in my name. I intended to switch to another supplier as i dont want my fuel supplied by british gas. i have recieved several bills for elec addressed to the builder of the house. Each time i phone up give my details they tell me the account will be updated and then othing happens. This morning i recieve the first gas letter no previous bills sayingi have not paid my bill and i will be cut off within 7 days. I phone them up and STILL they have no record of me just me builders. they tell me dont worry we will not cut you off but i just do not believ them anymore. i want to switch but i cant. I object to paying them anything and while this goes on i am using there gas and elec.
first can i get help from anywhere , and if when i sort this out is it legal to give british gas an underestimate on the energy i have used so that i pay more to the new company when i move .

I had a similiar situation with British Gas in South Wales. I kept phoning the Gas Co. and saying I had moved in but nothing happened for months.
After about three months I spoke to Customer Services who assured me that I would not be charged for any usage until they had sorted it out.
I kept phoning them and explaining the situation and when prompted they agreed that their policy is not to charge. Finally it was sorted and I did in fact have six months free gas :T ... so I suggest you might want to question them about this policy.
Also once I was being billed I did switch via USwitch and had a free bottle of champagne from the Power Co.0 -
thank you i will ring them again on monday and ask about not paying for their waste of time. i have managed to use saynoto0870 number as otherwise the time spent on the phone would have been amounting to quite a lot. As they do not know this should i mention this to them via compensation and wasted time.
i am not that bothered i just want to get it sorted out

Phone homemovers, say you are not happy and want to speak to a manager. They should then put you through to the homemovers customer liason team, they can set up accounts instantly and authorize compo.0
