Letter to Bank

Help please, A few weeks ago I was starting to try to reclaim bank charges on the grounds of hardship. I thought I had seen an article which explained how I could write to my bank and specify that an amount of money which is going to be paid in must be used for specific payment and not used for bank charges or other bills. Have searched but can't see it now and I'm beginning to wonder if it was a dream. Thanks.

Perhaps you can find what you are looking for here.
http://www.fsa.gov.uk/pubs/consumer_info/know_your_rights_guide.pdf
Page 20 refers to Banks not being allowed to exercise a right of set-off to the extent which leaves insufficient to cover living expenses. Maybe not exactly what you are after.0
