    APCOA is a lot easier to deal with.

    Ignore them, they go away.

    Councils you have to take on, or else they use an inexorable steamroller of a system which leads inevitably to bailiffs.

    Yup - it was a faulty machine here too - The ones I mentioned were the two next nearest, although I had to go back and find the one in the same zone!

    UPDATE on this case.

    Original message -

    "We parked in Bideford at The Quay. The ticket machine was out of order (wouldn`t take our coins) so we went to the next available ticket machine which was clearly visible from our parking position as we could see the "Pay Here" sign . This second machine was working so we paid for the ticket placed it in the dashboard and went about our business.
    We returned to the car with 2 or3 minutes to spare only to find a PCN on our windscreen.
    We saw a "warden" in his hi-vis jacket just up the road so asked him how come the PCN was issued even tho` the time wasn`t up.
    Apparently the machine from which we purchased the ticket was in "Manor" car park whereas we had parked in "The Quay". Despite our pleading that the machine was so easily visible from where the car was parked that it could only be assumed it was relevent to us it was ridiculous that we should be expected to know otherwise, he was adamant it was still valid.
    Both the ticket and the PCN are from Torridge District Council and we have retained both.
    Surely an appeal is 100% certain to be successful ?"



    Appeal was turned down so went to adjudication.
    Council did a no show so Adjudicator upheld our appeal.

    Well done ! The council have a lot to answer for here, IMO costs should be awarded to you for this as its wasted your time
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    The "warden" told us the two parking areas -"The Quay" and "Manor" - fell under the auspices of different Authorities. One being Torridge DC and the other Devon CC and yet in the documents shown in the above links no mention is made of this. They are both in Torridge.
    Very fishy- especially down by the Quay !
