As others have said - phone Shelter.
If you were the tenant you would be liable for the arrears but if you left the house giving proper notice to the Council and it was paid up to that date (28 days notice in England???)then your tenancy would have ended 28 days after you gave notice. If your ex partner was still in the property after that that would be the Council's problem. Talk to Shelter about this.
In Scotland there are rules all Councils have to follow re allocations policies and arrears but I suspect English law on this might be harsher and possibly the case that individual councils can set their own rules.
You can get a copy of the Council's allocation policy from their offices or possibly on their website - but Shelter could also assist you with this.
Are you sure they have said it all has to be paid back before you can get an offer? Is it a big amount.0 -
Well the debt may be statue barred, so they may not have a "right" to get it back off you ... but they do have the right to choose not to let you have another accommodation from them unless you do/0
