It is always possible that you previous meter was faulty and not recording your usage correctly as previously mentioned You don't specify if you were with the same supplier when the new meter was installed or if you are a new tenant in a rental property or if this is Gas or Electricity. Whilst not knowing the history of this installation, it is difficult to account for the increase in expenditure that you are experienceing - based on your property and family living within it if they have remained constant, you may find that your usage has been undercharged by the old meter. Only way to find out is to hopefully get a 'check meter' which, if we are talking about electricity, works alongside your existing meter I believe (although I don't know the technicalities - I have worked in the industry)0

I have based these on actual readings and estimates in between
my previous 2 utility companies, so they are very accurate. I know the reading when the meter was taken out for instance and i also have readings back to 2007 ACTUAL not estimate given to me by British gas, they also gave me my readings but they are between ACTUAL readings so just fill the gaps.
So the units increased with the smart meter, like you say my old meter could have been wrong but there IS a difference between the 2 meters the numbers tell me this, a 40 month period gives someone a pretty good average usage.
Another question is, can i test myself?, is there a device that can check my actual usage (other than the meter obviously) to check its correct?
It'd no good comparing units between meters if they were measured under different weather conditions! You will use more units if it is colder/duller etc. Comparing two equivalent 36 month periods is surely more accurate than using 40 months (think about it).
I ask again, over what dates did you compare the two meters, have you bought or dispensed with any more appliances since? (I assume this is ust for electric?)
I'm not sure what the outputs of a smart meter are, but if it provides a continuous output you should be able to plug an appliance of known power in, such as an electric fire in and note the difference. You can also buy a power reading adapter which you plug the appliance into.0
