Gas and Electrcity Bulk Buy
I've searched through forum archives, and the only reference to bulk buy schemes I can find is for fuel oil. My quest relates to the emerging opportunities for gas and electricity co-ops as the Eden Project is tackling (do a Google for this on the BBC News website, I can't post links just yet).
I'm assist with local community groups, where I'm putting together a presentation for setting-up one of these. I already have identified one major supplier which has entered into an agreement in principle to buy a certain proportion of gas and electricity supplies on auction, and local groups would be willing to promote this if I could demostrate a feasible plan.
The question is, where to go from here? I'm more or less one individual working alone, so would be grateful for pointers of government bodies or funding agencies and wattknot.

Not sure if what you are trying to do is the same as this community interest company:
http://www.thePeoplesPower.co.uk
Which are also doing something similar. Good luck with it!

Yes, it looks the same idea. Where a unit, kW hour of gas/electricity costs x pence, clubbing together with compliant providers could reduce the price to summat like 0.8x pence.
One difference though is that tPP is looking to recruit nationwide, with members signing-up individually and online. I'm looking to start-up a group based in my local area, with a user base which aint necessarily Internet savvy.
But, maybe I could approach tPP with bloc membership! Off to see.0
