Vehicle Control Services parking ticket

My husband received a parking ticket from this firm but was not the driver at the time. Following Martin's template letter he wrote to tell them this but they are now threatening to pursue him unless he tells them the name of the driver.
Are they allowed to do this?

No they're not. Well, they can threaten whatever they like, I guess, but under civil contract law, they MUST pursue only the driver, as no one else could have possibly formed a contract with them, and hence only the driver can breach their contract. If the RK wasn't driving then they cannot legally pursue them.
Also, legally you are under no obligation whatsoever to name the driver.Je Suis Cecil.0 -
