advice needed regarding leasehold property

Any work work carried out to communal/joint responsibilty parts of the property should be arranged via the management company as you have one. Also any communication to the leaseholder of the other flat should be done via the management company. I'm afraid you have no right to his details, nor any right to arrange & bill him for the work without his prior agreement.

There's just two obstacles standing in my way!
Firstly, the (only) man who will deal with me from the management company has not responded to my four phone messages, and two letters, the first of which was sent over a month ago. I sent the most recent letter recorded delivery, but it doesn't appear to be signed for/received yet. Therefore, going through the management company seems like an impossible task.
Secondly, the lease document doesn't mention that we have to go through the company. If you don't mind, I'll type the relevant paragraph out, in case I have misinterpreted it.
At all times during the said term to pay and contribute an equal proportion with the owner tenant or occupier of the Other Flat of the expense of making repairing maintaining supporting rebuilding and cleansing all ways passageways pathways sewers drains pipes watercourse water pipes cisterns terraces gutters party walls structures the main roof and foundations of the Property fences easements and appurtenances belonging to or used or capable of being used by the Lessee in common with the Lessor or the owner tenant or occupier of the Other Flat in the Property such proportion in the case of difference to be settled by the Surveyor for the time being of the Lessor whose decision shall be binging and to keep the Lessor fully and effectually indemnified against all costs and expenses as aforesaid0 -
The tenant won't want you to have the landlord details in case you are raising a complaint about them or they have to pay for the work.
I suggest that you phone lease advice now on 020 7374 5380 and tell them your problem with the management company who won't respond to your request, and how you get the other owners details.I'm not cynical I'm realistic
