There's no legal obligation to say who lives next door or what they do at all. You could say it was the Queen if you wanted.
You only need to disclose whether you have had a dispute with him. Which you haven't, so you're cool

As long as its tidy and doesnt look a mess (so maybe cut the front garden) then I wouldnt see a problem. Do you have anyway of contacting your neighbour? Maybe you could ask their permission to tidy the garden up a bit if you explain the circumstances.
Ive got absolutely no way of contacting my neighbour. One of my other neighbours knows where his Mum stays, so I might ask for her address, and then go ask her if it would be okay to clean up the garden.

Of course, if there were any comeback then it would be a question of your word against theirs and I don't know which side the courts would come down on, but be very careful what you say if a buyer starts grilling you.
