Regarding the section 21, it seems that he's intent upon evicting you unless you agree to pay for this- which really doesn't seem to be your responsibility. It's your choice- you can fight him, or agree to pay for the sake of not aggravating your landlord, though I personally would disagree with the latter (what else may he ask you to pay for down the line? He's offloading his responsibilities onto you, and it's not a good sign).
Remember, the section 21 notice does NOT mean you have to move out- you only need to leave if and when bailiffs arrive, which is likely to be a few months after the S21 expires (due to setting a court date, and then getting the bailiffs involved). Furthermore, a S21 is invalid if your deposit has not been protected, you have not been supplied with the prescribed information. If you are still in your fixed term, the LL cannot use a Section 21 to gain possession before the end of your fixed term.
I don't have details about my deposit being protected so I don't know if it is.
BUT. Our 6 months contract ends 23 March 2012.
After this he only has to give 2 months notice surely. Whether its a S21 or not?

need to replace light cover to light in bathroom. we have a desk lamp inside the bathroom, he says we have to remove that as its a hazard, but the light isn't working and he says it's not the fuse. and we changed the bulb...
broken toilet seat needs replacing. fine i will pay for that and do that although it's always been dodgy.
bath silicone mouldy - that always happens, ok I will bleach that and clean it as best as i can.
He is now billing us for
unblocking toilet x 2 - £170
broken window - to be agreed
in the letter he says he contacted an external company and offered to pay half the payment towards the cost. My housemate spoke to him and said he was trying to charge us. Nothing more came of it.
Toilet blocked again. He says 'the toilet broke again and i paid for it.' At the itme, he said I was to think about what you thought was fair for payment.
When I called him around about the window, he said he thought he'd help us out as we're young and forget the first charge for the blockage. And I told him I didn't think we should pay for the blockage because the toilet never flushed with much suction when we moved in and now it was working fine.
He's now saying we owe him for both times unblocking the toilet PLUS the window I must fix myself0 -

Exactly the same thing happened to us not long after we moved in.
It happened suddenly and completely out of the blue at 2.30am when we were all asleep. Inside pane cracked whilst outer one remained intact.
LL initially said we must have hit it but eventually accepted we had nothing to do with it and got it replaced. It cost him £200.Herman - MP for all!
