Regular Transfer Abroad - How does it work ?

Hi,
I need to send some money abroad (EU) on a regular basis and I found on the foreign currency exchange page that the best way to do so is using a credit/debit card. Is the idea to send the card to a trusted recipient who can do a cash withdraw and then transfer on the targeted account ?
I am not planning to get go there any time soon. Is there a safe way I can make sure the card reach the right person ? (like activate it only when I know it has been received ?)
