I parked in an Excel car park adjoining a supermarket in Cambridgeshire, I tried to buy a ticket which would of been refunded in the supermarket, but the machine wasn't working. I've received the PCN and responded to it stating the facts above, even offering proof of the shopping receipt, but Excel are having none of it. Where do I stand? Thanks

Depends where you are right now I suppose
Honestly dont worry about it, ignore them and the letters they will send you. Technically its a free car park as you get the money back in the supermarket, so technically you owe them sweet fa £0.00
Read ANY or ALL of the Excel threads that are on here, the advice from us is ALWAYS ignoreYou may click thanks if you found my advice useful0 -
Oh, the ticket machine which mysteriously doesn't work. One of the oldest tricks in the book.
Just ignore these scamming twisters, it's probably been a slack week for them, everybody parking correctly, so they turn off the ticket machine to try to up their takings a bit.
Oh, dear.0 -
Any monies you would have paid into the machine would have been refunded, so the loss to the landowner (most likely the supermarket) will be a big fat juicy nothing.
Ignore Excel and if you can ignore that supermarket (telling your friends, family & work collegues to do the same)0 -
the ticket machine didnt work eh,,that old chestnut,,well,,you are in for a big shock(not),,dont worry a jot,,excell, excell at this, they are scammers, this is just part of their repartoire,,ignore absolutely everything you recieve from them or in the future then from,, roxburghe debt collectors (we are part of the scam as well),,,then the phoney solicitor,,graham white,,yes, you have guessed it also part of the scam,, just read the stickies, you have not been fined, merely given an unenforceable invoice or for want of a better word or two,,loo paper,so when you have done what you usually do with loo paper,,press, flush and forget about it.0

Thanks for all the advice, my concern is that before I found these sites I thought it was a legitimate, albeit totally unfair fine, and by me responding to them stating my case I have further legitimised it.0
-
By responding to it you haven't legitimised it. What you HAVE done, however, is to convey to the company that you THOUGHT it was legitimate; this means they will think, that they only have to put a bit of pressure on you, and you will pay up.
Don't, it is a scam from start to finish.0 -
If you respond it puts a little mark against your file that they've got live bait, whom is reading their crap.
No response means they don't know if the letters are being read (or even delivered)0
