Graphics Card Problem - Medion Radeon 9800XL

I bought a Medion PC from Aldi back in 2003 (out of warranty now) which, except for one returning problem, has been great. The graphics card, a Medion Radeon 9800XL, has been replaced twice, due to what seems to be a design fault relating to the fan. Basically, it seems to get very loud and the card must overheat. Now that the PC is out of warranty, I need to invest in a replacement graphics card. Not looking to spend too much if possible, as I don't really use the PC for gaming, but it'd be nice to be able to watch DVDs in good quality using the DVI connection on my new 19" TFT screen. So - anybody have any recommendations for me?

What about just changing the heatsink and fan with something like this:

I'm not sure if it fits the XL. They are good though: they cool very well and are quiet. And they are cheaper than a new card
I think that if it is a design flaw, your warranty period is supposed to be reinitialised when you get the replacement part. Can anyone confirm or rebut?

Fans on graphics cards always used to get loud because they're cheap and small. If you're happy with the card you should be able to find a new fan or you can get passive cooler like this http://www.trustedreviews.com/peripherals/review/2004/01/28/Zalman-ZM80C-HP-ZMOP1-Graphics-Card-Cooler/p1
which is basically a big block of aluminium, I have something similar and I've never had an issue.0
