    The moral of the story is,

    If you want to win an appeal with a PPC,

    get yourself onto the local Council. They then empathise with you as being a fellow scammer and there IS honour amongst thieves.

    and not:
    "The ticket was issued correctly as per the displayed terms & conditions of the car-park which Pam Tracey entered into, but as a gesture of goodwill we will cancel the ticket"

    Probably the council leaned on them so much that they were worried that the council might buy up their car-park
