I've just been handed a parking charge notice by a Europark attendant for parking in a Mother & Baby spot for 2 minutes while I used the cash machine at Sainsburys in Cwmbran South Wales, I told her she had no legal right to issue this charge notice but she replied that she did it's not a council car park it's private. I she correct and do I have to pay this caharge?

Yes, she is correct in that she has a legal right to issue the charge notice (anyone can hand anyone else an invoice). However, the good news is that it's your legal right to completely ignore it and not to pay it. If they really want you to pay it, it's their legal right to take you to court over it (which they won't actually do), at which point they'll lose, and so understand that their invoice actually has no legal basis.

    In summary, don't pay, ignore.

its nonsense, not legally backed, so nothing can/will be done to you, completely ignore all threat o grams you recieve on or on behalf of these cowboys,, despite the threats in them of court etc etc,, simply ignore and they will go away,if you contact/reply they will stick with you like glue,,so its an ignore, full stop.

Rread thro' the other posts and all the info available on this board and you'll soon realise that . .. no, you don't have to pay. They'll send you an invoice, it's up to you to decide if you want to pay it or not.

As you'll see the advice is IGNORE.

It's not a fine, it's an unenforceable invoice.

And when you have finished doing that, ignore some more. Then, when you go back and see the sad jobsworth that gave it to you, you can tell her you were right, it was just a piece of loo roll so far as you were concerned. That's a good feeling!
