Error running certain programs on IE7

I'm getting this error when trying to run the odd program that I've been able to run before:
Windows cannot access the specified device, path or file. You may not have the appropriate permissions.
The file it says it can't access is c:\documents and settings\mike\local settings\temporary internet files\content.ie5\1cy6...
Anyone got any ideas?

Did you check that the file/folder exists?
In your windows explorer, you can show hidden files by ticking "Tools", "Folder options", "Show hidden files and folders" (first set of radio buttons).
If you are afraid of doing something bad with these files, you can hide them again after you checked.
The weird thing is that the path specified is the folder which contains your Internet Explorer temporary files. Is it a web page which is not working anymore? If yes, you could empty your cache (in IE, "Tools", "Internet Options", and click the "Delete" button in the "General" tab) and try again.0 -

Thanks for you quick response. No, CONTENT.IE5 doesn't exist for under my profile but it does under the Default User profile. I've tried emptying my cache, manually and by running CCleaner. I can't install things like Windows Defender.0
