PPI One Account Help

Hi everyone,
New poster but occasional lurker at my wits end with a PPI claim & looking for some advice…
Will start at the beginning, please bear with me. In 2006 I moved house & switched from another mortgage company to RBS One Account, through the process they sold me a PPI insurance, I was paying this as a DD till early 2011 & I switched to a Woolwich tracker (at half the interest rate).
When I tried to cancel the PPI (which was actually called “One Account” on my DD list) I was told this was nothing to do with One account, eventually I dug out a number to get hold of this company and cancelled.
In December 2011 I decided to put through a claim for miss-selling, I filled in the MSE questionnaire and bundled in all of the one account headed paperwork I had left & sent off to one account, In January I got a large envelope off RBS with my paperwork in & stamps all over it claiming to have no knowledge of my account (Please remember I sent my documents to One account in Norwich).
I then called the number of the insurance company (now called Natwest insurance), they recognised my account number & gave me a PO box address, this was posted in the last week of January 2012. Two weeks ago I called & they claim to have never received my paperwork (there’s all my original documentation conveniently vanished).
I asked for an email address so I could scan my complaint & email it to them, I have sent this twice with no response. I want to escalate this but who do I need to shout at, RBS or Natwest insurance? Surely if my problem is with miss-selling then I should approach One account?? Any help/advice would be appreciated.
