Costco Amex - What's a "Travel Retailer"?

On my existing Amex statements, my local BP garage shows as "Travel>Fuel" on the category bit when I buy petrol.
Does anyone know if this means it would be eligible for the larger cashback on the Costco Amex card?

I think they mean train, bus and plane tickets rather than fuel to be honest.0
