Parking fine then towed away 20 mins later

Hello, Can anyone out there advise/help us... My daughter attended an interview on friday to work as a Security officer for the Olympics! She found a parking bay that required a ticket so she went into a sweet shop to get change and came out to find there was a parking ticket slapped on the windscreen - no "Parking Attendant" visible!... She read it and it said she had 28 days to pay the fine but it would be halved if paid within 14 days, so she figured she may as well have the interview and leave the ticket in situ! After the interview she came out to find the car....GONE! Towed away by MOUNCEL. They have told myself and my daughter that Ken Livingston passed a "legislation" stating that any car in the London Borough of Newham seen with a parking fine on the windscreen could be towed away. The only way we could collect the car without paying £200.00 to release it would be to get an email from the Borough Council Parking unit from a lady named as "Chloe"!!! Chloe refused to hear us but the story was relayed to her but we were told she "does not speak to the public" and "get Mouncel to call her"... so we did, the y called back stating we had to pay a parking fine of £65.00 PLUS £200.00 for towing it away!
My daughter was at an interview to help secure our Olympic city and this is how she is treated. She was left stranded and had to borrow money to get a train back to South London from Stratford (an area she did not know)! We have both tried to approach different solicitors who don't seem to want to help with advice!!!

Frankly I think the best place you can post this up is on pepidoo. They have more people there who are into Council stuff. Someone may come back here too, but keep watching both sites.
Sounds as if you certainly need to appeal at the very least. Some of these councils do make the PPCs look like kindly old buffers, don't they?0 -
