Aren't Visa Debit/Visa Electron cards issued on most basic bank accounts? I've definitely seen a large number of Visa Electron cards floating around that I assume are linked to basic bank accounts.0

most basic bank accounts come with atm or debit cards so why on earth would anyone want to go back 20 years in time and have to walk about with a passbook, trying to find a branch open at a time when you aren't working, queuing up etc.
everyone is entitled to a basic bank account so i'd be surprised if anyone had trouble getting one nowadays0 -

Lots if building societies offer cash card based accounts
