    They must tell you what is admin fee and what is non-admin fee. They have no obligation to explain to you the rationalisation of the non-admin fee element and often call centre agents are not privy to the information. You can ask them if you want but if they give an explanation you may want to clarify if it is there opinion or what the system is telling them (often call centre representatives take a punt at what the cause is)

    Most likely explanation is that the nicer area has more thefts because there are more nicer cars or distortion towards another segment of customers that often have adverse claims histories. It could be that people in the area are richer and less price sensitive. Of cause it is all conjecture.

    My wife called Liverpool Victoria and was quoted a cost of c. £125. This is approximately a 20% increase in her premium (learner driver)

    How much of that is an admin fee and how much is a premium change?
    Are Livepool Victoria taking the michael? Do I have any right to insist on a 'fair' price?

    It is up to them to price the risks they take. However, without knowing the breakdown we cannot comment.

    and arguably in a nicer/securer area.

    So claims could be higher and more costly when they happen compared to poorer areas where claims could be more frequent but of lower cost. Or it could be that they have too many vehicles already in that post code and dont like the exposure. Or any other range of things.

    If you were a thief would you target a nice area with money or a not so nice area with not a lot of money?
