Buying Disused Property From Local Authorities

Has anyone had any experience of this?
I was diverted away from my usual route to work this morning & drove past a plot that used to be used by the local Education authority for re-integration of kids that had been excluded from school for a long time. The unit was relocated in 2004 & the prefab building on the site has been boarded up & heavily vandalised but is in an area that has begun to be redeveloped.
I was thinking of trying to buy the land but I would guess there's some long & convoluted bureaucracy involved.

I think, (I may be wrong tho ;-)) that they would have to put the land out to offers. Everything has to be seen to be above board.0

Thanks - Passed another disused council plot on the way home with a sign outside inviting closed bids so I guess thats how they do it.0
