    a) because thousands of 'parents' would refuse to make any maintenance payments without the CSA
    b) because thousands of 'parents' seek to use with-holding or the complete withdrawl of maintenance as a means by which to control their ex partner

What, in the same way contact is withheld as a means of control by a bitter PWC you mean?

if they still exist: contact 'families need fathers' they helped me no end when the CSA screwed me over and cancelled my perfectly good court order to ramp up payments by 400% overnight.

I wouldn't have minded that much but I knew my ex had fraudulently claimed benefits which caused it (yes: I really DID know she did this as my partner at that time was DSS Fraud herself!)

I make no suggestion that this would be right, in much the same way as with-holding financial support would be wrong. You know as well as I do that there despite the CSA, there are plenty who never pay at all or far less than they should; by the same token, despite a legal system that supports both parents to have a quality relationship with their children, some children never see one of their parents. You cannot, call yourself a decent parent and demand that your child has a relationship with you if you have not been prepared to contribute towards their upbringing. The need for 'tit for tat' is incredibly worrying - way too many NRPs literally cutting off their noses to spite their faces. What is the PWC going to tell the children about you? That you don't care enough to support them....Ammunition is everything in these situations - 'whiter than white' is the only way to be.

Surely in this age of washing machines the child can go home in the clothes they arrived in if the NRP doesn't want them taking their "weekend" wardrobe home ?

I do know of a NRP who does this-the moment the children arrive for the weekend they are sent to change into clothes he has bought them -and change before leaving....not sure why he wants them to do it but perhaps he feels like the OP ?
