Do i have rule 75 protection if I borrowed money on my credit card and lent it to a friend?

If you mean you made a cash withdrawal from your credit card and gave it to a friend then NO! Only if your friend was going to perform services for you for the money and they didn't live up to your expectations.

If it is then the law is more of an !!! than I think it is.
There is some kind of contract between you and the owner of the ATM for them to issue with some nice notes, this might be shared with the CC company under Section 75. What you then do with those notes is nothing to do with the CC company.
