Varnish/painting over old layer stairs

Need help.

Just spent all day sanding ( electric sander ) my wooden stairs. Also used a liquid which helps get the paint off but not getting anywhere. I originally wanted to get all the old paint off ( white ) and varnish over.

My question is, is there anything ( varnish )out there that I can paint over the old layer which has been sanded but not removed, or is my only option to paint over to make sure I cover the old.

I am looking for a teak/oak colour varnish/stain or if not, probably a white paint again.

All help will be very much appreciated.
