item not received after 10 days

I ordered something from an Ebay shop in the UK on 25th Feb and it was shipped the same day as I paid the same day.
I got an email saying it had been shipped and to expect delivery on 1st March.
It has never arrived and on Friday I sent the seller an email asking where my item was but I have not had a reply to that email.
How long should I wait before contacting Ebay about non delivery?
The value of the item is £15

If the seller is a business the phone number might be at the bottom of the listing, if not you can get the number here:

If you haven't had a reply by this evening I'd give them a call.
At the moment it's been 6 working days since dispatch so if 2nd Class then maybe it just hasn't reached you yet. If too large for a letter box it may be at yuor local delivery office or if sent by courier (the specific delivery date of the 1st would imply this), maybe delivery was attempted but they missed you and didn't leave a card.
Reporting to eBay should be the last resort, the seller should answer their emails but to be honest the OH moans about me about working at the weekends so if you emailed Friday evening I might not reply until Monday morning as an example.In the game of chess you can never let your adversary see your pieces0 -

So much for "thank you for your payment your item has been despatched and should reach you by 2nd March"
It seems the seller had none in stock and does not expect any until late April.
I could have bought elsewhere and had my item by now.

Unless the item was sent by SD or courier the seller can't know when it will be delivered so if sent standard mail the 2nd of March is just an ETA.

Have they told you this? If so what have they said they'll do? If they haven't told you this and still haven't replied then give them a call (I assume from reference to stock they are a business so should be fine on the phone just as if you were going to call Argos or your bank).In the game of chess you can never let your adversary see your pieces0 -

Yes and refunded my payment, so they say, but it is not showing in my paypal account.0 -
AFAIK if you paid by card it goes back to the card. So you may have to ring Paypal and see if they have received the refund and ask them how long it will take to process back to your card.0

If you go to Paypal.com and sign in as normal the first page to load will be your recent history and if the refund has been processed by the seller it will show here.

It can take up to 30 days to refund to a credit card...!!
