Garage conversion

Please help! My mum lives with us as I have some children with disabilities, as they become older it is clear we all need some space.
We have a detached double garage full of junk and although we dont have much to do it with I thought about converting it into a flat(same electrics etc etc).
Can anyone tell me if you can(in principle) add a conservatory to a converted garage? The house next door got permission for a lovely yet huge gararage with a roof thats quite high if that helps.
Just want to gather info before we make enquiries so that we arent disappointed.

Are you talking about converting a garage into a additional room, or into an independent living unit? Totally different things, and I doubt that the latter would ever be allowed.
And is the conservatory a separate plan entirely?
It depends on area and any local restrictions, there is no 'principle'. Suggest you sketch up some rough plans and talk to the duty planner at your LA.No free lunch, and no free laptop
