Skimming/painting quotation

hi all,
i've had a quotation for my ex council flat for the living room and bedroom to be £1400 just for labor. this includes
Living room :
skimming the walls, ceiling,
putting coving (?)
painting
changing floors to laminate flooring
installation of electric fireplace
Bedroom
same as above without the fireplace
custom made wardrobe which will be put on one side of the room
we have spoken about installation of spotlights on both rooms, however i only got the quotation from his wife as he is too busy, i am not sure if that is also included.
he said that he cannot estimate the materials that will be used, so i have to pay for it separately as he goes along. was also told that the plaster takes 2 days to dry before it can be painted. i read somewhere in the internet that it should be dried for 2 weeks, so i'm not sure who to believe.
i live in stockport. can anybody help ? is the quotation correct ? maybe somebody can recommend me someone who can give me another quotation. i have stripped the wallpaper on the living room, so i need this to be finished before end of march.

you haven't given rough sizes of the rooms, so can't really comment on labour charge. But what I would soay is be careful of him. If he can't give you a good estimate on materials cost, i wouldn't trust him at all. Anyone thats decent and in the trade would easily be able to give you an estimate for materials.0
