using refund from ppi loan to pay back credit card?

Hi, whichever way I write this it still sounds confusing so I hope someone can follow what I say and give me a bit of advice........
Halifax have acknowledged that I have been mis sold PPI on 1 loan and 2 credit cards with them however I no longer bank with them and have paid one credit card and 1 loan off BUT Im in a reduced payment plan for the 2nd credit card, can they use my PPI refund from both credit cards and 1 loan to clear balance on the one remaining card or can they only use the PPI refund from the actual card I owe to lower the balance of that card?
