Black horse ppi claim won but i have a problem

Hi all, at the beginning of this year I put a claim in to Black Horse for a PPI. Thy wrote to me a week ago to uphold the claim and have awarded me just under 3k.
I have a slight problem in getting the funds as the loan is on going, it is in joint names and they wont release the funds without the other person signing. The other person has refused to sign the acceptance letter from Black Horse despite not paying anything towards the load and they weren't covered by the ppi on the loan, only I was. The claim was in my name only and not in joint names.
Where do I stand? Black Horse are adamant they need both signatures and the loan has arrears that some of the ppi win would clear. Surely they can't uphold a complaint in one name and then ask for two to release the money?
Any help would be much appreciated :mad:
