    Why would they only offer this to existing customers though? Surely they'd want to offer a competative rate to attract new customers?

    Erm - probably to keep those phoning up to cancel their accounts because they didn't know about this little advertised account. As opposed to those like myself who removed most of the money held with them months ago before the account was even open. It's not the most flexable of accounts.
