I saw that report too ... but it's not really unexpected.
The arctic airmass is pretty stable in terms of total area covered ... prod it with a stick somewhere and it just expands somewhere else and that's what we've been experiencing in the UK so far this summer (/year) ...

Hiya Zeup, laying in bed this morning thinking of you - perhaps I should qualify that statement!
Laying in bed trying to catch up on New Scientist(s), as I'm now a month behind. Read an article 'Running Wild', issue 2872, 7th July, page 32.
The article is looking at why we are seeing such dramatic weather changes, despite global warming still being in it's early stages (perhaps 0.8C). In brief it seems to come down to the shift in the bell curve to the right, so that whilst the 'width' of extreme events is only slightly wider, due to the curve, its volume is far greater. Hope that makes some sense, not explained very well.
Anyways, one part of the article looked at the potential effects on the Jet Stream. Basically, the article sets out that the northern Jet Stream can be highly influenced by changes in temp, since it doesn't take much of an increase in temp, to change reflective white ice into heat absorbing dark blue sea in the North.
The cold arctic drives the Jet Stream like an engine, when it gets warmer, the Jet Stream becomes more 'lethargic'.
The Southern Jet Stream is far less affected since the Antarctic is far larger and more stable on an annual basis.
I thought you might find the article interesting, given it's timing.

I'm 70. I'll be 93 when my fit runs out. Will I be bothered? Live now...spend the kids inheritance and leave them the problems when I go. And as for spoiling the looks of the house...a 3 bed 1960's terrace, they did that when they built them. We are also beginning to meld in with all the others who have solar panels.0
