Photo Driving Licence

My photo driving licence was due for renewal on 20 March 2012. I had a reminder from DVLA and I applied assuming that the end date will be on the licence until 20 March 2022 even though I am applying a month early. Same as passport application.
However now that I have received the licence from DVLA the dates are for 10 years but from 26/02/12 until 25/02/22. As far as I can work out, I have been short change by about a month.
So I rang DVLA the the guy was so rude. He didn't even bother to take any of my details and said that I have not been short changed as DVLA did not ask me to renew early. The photo renewal will always be for 10 years from issue of renewal licence date and not follows on from previous once! He also put the phone down when I said I don't agree and not happy saying that's the way it is.
Could anyone advise if I am missing something here? Has anyone else noticed this? If I have been short changed, how do I make a complaint?
