Windows Mail problem

The bottom has fallen out of my world - I can't get into Windows Mail. I get the message it can't open because it's being used by something else - a virus scanner is mentioned as a possiblity - and to try later. It isn't. And what does 'because MSOE.DLL could not be initialized' mean?
