Changes to Continuous Authority agreements???

I don't know if anyone can throw any light on this, but I was listening to You & Yours on Radio 4 today whilst driving (so couldn't make notes) but they had a woman on who said that recent changes meant that a card holder could stop a Continuous Payment Authority with their own bank or Credit Card Company if they had difficulty with the company who had the CA agreement.

It's not something I was aware of, but can anyone on here enlighten us?
