Depends how professional he wants to look and what expertise you have.
IS a website 100% needed? Alternative;
- Google Places (https://accounts.google.com/ServiceLogin?service=lbc&continue=https://www.google.com/local/add%3Fservice%3Dlbc) - great for people to find you locally, IDEAL with his trade.

I managed to make a good website for my business for free using Moonfruit (www.moonfruit.com). It is template-based so you choose your basic style and add your own pictures, text etc. You can do it with no experience or prior knowlege.
Yes, lots of people here will tell you that it's all about SEO (search engine optimisation), but that is not always the case. I have no need for people to find me when searching, so SEO is not an issue, but if it is, then moonfruit has a guide all about it - although I haven't read it.
It's a good way to start if you want something fast and don't have much (or any) experience.

You could do a lot worse than GBBO. Free for a year (was 2 years) & simple template designs. You get a .co.uk site & you can add an e-mail address i.e. [EMAIL="you@yourcompany.co.uk"]you@yourcompany.co.uk[/EMAIL]
I got initial 2 years free & have just renewed for another 2 years for about £5. Domain is registered to you so you stay into control.
