There is 366 days to this year. This is a Leap year in Feb.
You're assuming they use 366. They don't have to under the relevant codes of practice. Anyway, even if they did use 366 that only reduces it by 5p, leaving an error of 30p.
And as for average no i was told the credit limit and APR WAS. Not Average it was you ARE Getting this.
What you were told on the phone will not overide the rate shown on your credit agreement. What rate does that show?

Wasn't the card stuck to a letter which explained all this? I'm pretty sure mine was.

Sorry to jump in but you got the phone call confirming this, the apr that is. If you phone Vanquis they will confirm your apr straight away.

And your apr would have been on the credit agreement you signed to get the card

I signed nothing. I online signed one and it doesn't state APR.

Yes card was stuck to a letter. Letter states 3.990% per month which doesn't add up to what the guy told me on the phone.

Yes it did. You probably didn't notice it. They're simply not allowed to offer credit products without stating somewhere (prior to acceptance) what your personal APR is.

As I told you earlier, it doesn't matter what you were "told". You have some paperwork which overides it and, if you ask them to supply it, a copy of the document you electronically signed during the online application.
