Lock Up Screen

At 11pm every night a lock up screen appears on my PC... it has a grey background with a padlock (like this http://www.safeoptions.co.uk/sotn/images/SecuPadlock1503D.jpg) appears with a little bar where you can enter a password.
I want to get rid, as its something my brother has put on here. I understand that he aint gonna like it, but the b*stard shouldnt of put it on there and I'd like it off preferably... Anyone any idea's? Any possible program he could be using or anything?

He's a pillock, haaven't talked to him properly in 2 years we hate each other that much. We live in the same house too.
