What a shambles this country is with its multiplicity of age limits. I doubt she even realised she had to be treated as an adult? Most people would have said it was at 18.0 -

For a minor;
Cancellation of the Penalty Fare and prosecution via byelaw 18 'Failure to show a valid ticket' which is a strict liability offence.
The worst they can do is prosecute in a youth court.
The likelyhood of any action should it be ignored depends on her travel history and/or any bad publicity that could be generated by the minor's prosecution. ie 'Greedy Train Company prosecutes 8 yr old girl' on the front page of the Daily Mail wouldn't be tolerated by the share holders.
For an adult;
