What a shambles this country is with its multiplicity of age limits. I doubt she even realised she had to be treated as an adult? Most people would have said it was at 18.

The shambles of the age limits has been with us for decades.

Its not a fine, it is a penalty, only a court can fine her.

Exactly....a penalty fare notice can go unpaid and very little actually happens.

I'd just leave it unpaid and ignore the letters that come.

For a minor;
Cancellation of the Penalty Fare and prosecution via byelaw 18 'Failure to show a valid ticket' which is a strict liability offence.
The worst they can do is prosecute in a youth court.
The likelyhood of any action should it be ignored depends on her travel history and/or any bad publicity that could be generated by the minor's prosecution. ie 'Greedy Train Company prosecutes 8 yr old girl' on the front page of the Daily Mail wouldn't be tolerated by the share holders.

For an adult;
Cancellation of the Penalty Fare and prosecution via byelaw 18 'Failure to show a valid ticket' which is a strict liability offence.
The likelyhood of the Train Company taking this action is quite high as it's a nice little money earner.
